Defence build-up under Time Pressure

During the meeting, we will discuss defence build-up based on the experiences from SmartCap and Enterprise Estonia. SmartCap is an Estonian state-owned investment company that manages government-backed venture capital funds. It focuses on strengthening Estonia’s innovation and technology ecosystem by investing in venture capital funds and high-growth companies, particularly in strategic sectors such as deep tech and, increasingly, defence and dual-use technologies. Through its investments, SmartCap aims to attract private capital, accelerate innovation, and enhance Estonia’s long-term economic resilience and competitiveness.

Enterprise Estonia, operating under the Estonian Business and Innovation Agency (EIS), is a government agency responsible for promoting entrepreneurship, innovation, exports, and foreign investment. It supports Estonian companies in developing new products and expanding internationally, while also working to attract foreign direct investment to Estonia. In recent years, Enterprise Estonia has played an important role in advancing initiatives related to economic security, industrial development, and the strengthening of the defence sector.
